Still registered keeper of scrapped car

Bought new car february this year. Old car was beyond use. Dealer gave me discount for old one. Said he would take care of scrapping it. I forgot about it. ( My mistake)assuming he would get paperwork from scrap company. This morning letter from dvla fining me 100 quid for not insuring as I am still registered keeper. I have no paperwork obviously. Dealer has not paperwork as he says he did it all online. He is trying to get confirmation of car being scrapped. It obviously hasn’t been. Telephone DVLA waiting time over 30 minutes. Any suggestions?

    It's the keeper's legal responsibility to do the keeper change, whether sold or scrapped.

    Whether it was scrapped or not isn't your problem. You transferred it to a motor trader, so that's all you needed to do, either the yellow slip by post or online.

    Now, with no paperwork, your only option is to do it by post.

    Sounds like someone is using the car (uninsured).

    If DVLA had been notified you would have received a refund if any unused  VED.

    News? Really...?

    Continuous Insurance Enforcement started in 2011.
    Since then, if it's taxed, it MUST be insured. If it's not insured, it MUST be sorned.

    Taxed and uninsured car = automatic fine generation. Keeper's strict liability.

    It is called Continuous Insurance Enforcement. Became Law in 2011. The MIB snitch you up to the DVLA, who issue fines as fast as their printers will go. (I'm not 100% how the MIB snitch you up, I'd have thought they tell DVLA about all the insured cars and a simple cross check against all live registrations and the SORN list will throw out uninsured un-SORN'd cars)

    All vehicles have to be either declared SORN, and kept off the road, or taxed and insured all the time.

    Fail to insure (without a SORN) = fine
    Fail to tax (without SORN) = fine + pay the missing tax. (or clamped = pay release fee + tax or impounded = pay release fee + tax)
    Drive a SORN'd car on the road (except to & from a pre-booked MOT) = fine


    You get the picture- fine, fine, fine, fine, except driving a car without insurance = 6 points + fine.




    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    Not "All", there are a few exemptions, but they're not worth mentioning.

    Yes that was my first thought. I have the document for scrapping now dated May 2025.  🤨
