Combine CASH ISA's

I have two CASH ISA that mature at the end of this month. Can I combine the two together to make only one? The combined value will be under £20K.

Yes, you can do that although you'll need to suss the transfer-in funding window for the new ISA and ensure there's time to transfer in each of them after they mature.
Funding windows are typically 2-4 weeks in my experience, although there are some providers who only allow transfer-in requests to be made at the time of application.
If dates are tricky, the alternative would be to transfer in to an easy access ISA first, where there should be no funding window.
The combined value doesn't matter, as long as it doesn't exceed the maximum balance for the account, which is usually a six-figure sum or more. £20k is just a limit on the amount of new subscriptions you can pay into an ISA (or ISAs) each tax year - It isn't a limit on the amount you can hold within an ISA account. Transfers of ISAs funded in previous tax year's don't count toward the current tax year ISA allowance.1 -
One important thing you should do now is check the maturity options for your existing ISAs.
Most default to an easy access/maturity ISA on maturity (so transferring away after they mature won't be a problem) but there are a few providers whose fixed rate ISAs default to another fixed rate with a similar duration, in which case you'd need to take action to ensure this doesn't happen.2 -
