UKCPM PCN Despite Paid Parking: No Appeal Offered, Now Debt Letters Arrived

Hello forumites, I hope you can help me.
I'm looking for advice on how to proceed with a UKCPM-issued PCN that I believe is completely unjust. They’ve now escalated it to Debt Recovery Plus, and I’m concerned about what my next steps should be, especially since I never had a proper opportunity to appeal.
Summary:
Car parked at a UKCPM site monitored by ANPR
Parking was fully paid via JustPark app
The PCN claims the vehicle was “not registered” (ANPR mismatch?)
I did not receive any Notice to Keeper within 14 days
No email or postal route was given to submit an appeal
Now receiving letters from Debt Recovery Plus demanding £160
I was away for a few weeks and came home to find two letters:
A "Final Chance Before Action" letter from UKCPM
A Debt Recovery Plus (DRP) letter making threats about legal action, credit files, and “intent not to pay”
My position:
Payment was made correctly for the time, location, and duration via JustPark. I have the receipt.
I’ve received no fair chance to appeal and no communication from UKCPM before they escalated it to debt collection.
The demand was based on ANPR, but no clear breach or overstay occurred.
I believe this is a procedural failure under POFA and a breach of the IPC Code of Practice.
My concerns:
The language from Debt Recovery Plus (DRP) is quite aggressive, talking about intent to not pay, credit scores, legal action, etc.
UKCPM never provided an appeal portal or email address, so I couldn’t engage even if I wanted to.
My questions:
1. Can I still challenge this even though it’s gone to DRP?
2. Should I send a formal “debt denied” letter or just ignore DRP?
3. Does the failure to issue a proper NtK (within 14 days) kill keeper liability?
4. What’s the best way to get this shut down cleanly without it dragging on?
5. Should I report them to the IPC, Trading Standards or anyone else?
I'll appreciate any advice, I’ve read a few threads here where people have won similar cases but want to be sure I’m going about this correctly. Happy to post redacted copies of letters if needed.
