3 parking fines for parking at university

Thanks for reading this, I hope someone can help me.
On the 9 February 2023 I got a Parking Charge Notice for parking at the university on the 13 January 2023 (university which I had been attending since september and parking almost everyday).
To park at the university you have to pay £2 to park all day and if you are going to the gym you also have the option to register your number plate in a tablet for 24 hour parking which is what I always had done since september.
A few months later on the 31 March 2023 and 27 April 2023 I got another 2 PCNs for the same reason, I did the same process to appeal showing the same evidence that I had paid £2 and had 24 hour free parking from the gym.
This time they considered my appeal unsuccessful for the following reason:
The decision to uphold your parking charge notice has been made on the following basis.
Whilst we note the comments and reason for appeal, we can confirm that the vehicle remained on site for 4 hours and 53 minutes with no permit to authorise your stay. We must advise that this car park is run by Automatic Number Plate Recognition (ANPR) cameras which take a time and date stamped image of the vehicle on entry and exit, measuring the length of time the vehicle remained on site, this information is then cross-referenced with the data from the payment services & permit systems. In order to park between 07:00 and 17:00 vehicles must have a valid e-permit and payment session. Due to no permit being found, we can confirm that this PCN has been issued correctly.
This time they rejected my appeal because apparently I didn’t have a parking permit from the university to park (it was rejected in september 2022 because I lived within public transport distance to travel to uni, almost a 2 hour public transport journey and 1 hour in car), but even though I didn’t have a car permit my 24 hour gym free parking should still cover me otherwise all gym members who don’t attend uni and don’t have a permit like me would all get PCNs too. I did raise this point to appeal my unsuccessful appeal my it was rejected again.
2 years went pass until the 25 April 2025 I got 2 letters from bwlegal telling me to pay £340 and failure to contact them before 25 May 2025 would result in my case proceeding to their litigation process where a County Court claim may be issued without further notice.
Sorry I know this is a really long message but just wanted to give as much info as possible, please can I have some help in fighting this as I feel this company is trying to scam me.
Any help will be greatly appreciated.

If the system is either permit A (university) or permit B (gym) how can they suddenly decide only permit A is the only valid permit?
And if so why do they still offer permit B in the gym?1
