Parking charge PCM - done it all wrong, need guidance...

 Apparently council is NOT the landlord. I discussed this with the council, who said "the road is ours, but the council tenants live on the right and private rented live on the left. The private rented have decided to put up a PCN in the parking bays".Johnersh said:Presumably the council is landlord of their bit and hasn't consented to use of a ppc. That means visitors to their tenants technically cannot be issued a PCN. There should be clear zoning of the site, if that is the case.
 The sign at the perimeter is a council sign and is self-evidently in conflict with the private repeaters.
 The witness evidence on this will be interesting
 I sent emails and even went to the office of the private renting company to argue with how preposterous it was, but they didn't cancel anything - this was all the way back in May!

            So back to route 1.
 Does the same managing agent manage both sides of the street?
 If not, does the PPC have authority only to ticket on one side of the street?
 The PPC is going to need to show how, why and when they were authorised. Lots of examples on this forum of over-zealous ticketing over the limits of boundaries.2

            I will look in the forum. How do I find out, ahead of them, whether it is valid for them to do so? Is it a good idea to contact the council?
 I honestly do have time to spend on this as I desperately hate these money grabbing companies who prey on hard working people.0
