Help!
We have received a letter for a parking charge from Park with ease following a short visit to Whinlatter.
Firstly, we received the letter AFTER the 14 days of the date of issue where we could pay the reduced fine if we wanted to, which I have complained about to them.
So, we arrived at the site at 10:14 and left at 11:06, on driving towards the exit we immediately remembered that we had forgotten to pay, we couldn't turn around so turned around at the entrance and immediately went back to pay which was at 11:08, but the machine stated there was nothing for us to pay.
PWE are claiming that because we "left the site" when we came back was a new visit as such and that the charge still stands as we failed to pay.
We have appealed as a £50 charge is unfair when we had tried to pay immediately. But they aren't taking any notice and are demanding that we pay.
It is fair to note as well, that when we received the first letter we immediately appealed as per their letter to the website address online, we received no notification or contact from this and then received a further demand letter where we again immediately then contacted them by email, which we received a unprofessional, abrupt response saying:

Signage on site states that charges relate to a single period of parking and that further charges will be incurred if the vehicle leaves the site and returns at any time.
Therefore the parking charge has been issued correctly."
We have photo evidence that we tried to pay. Where do we stand? Are we in the wrong, do we need to give in and pay? We cannot afford to and do not have £50 to give them.

You should ignore them for now, and ignore any debt collectors letters too2

The charge stays at the figure on the pcn, it cannot increase ( typically they are £100 , not £50 )
The IAS ( not the IPC ) is a waste of time, they will conclude that the pcn was correctly issued, siding with the parking company

Our "Charge" is £50 which would have been reduced to £30 if paid within 14 days but we never received the 1st letter until after those 14 days.

Those statistics are never gathered, not with private companies
If PWE wish to take it further, they have 6 years to issue a court claim2 -
It isn't a "fine" it's a charge or speculative invoice if you like.You have witnessed first hand from their unreasonable reply that there is no appeal, it's all a sham, as is the IAS which is just another money making arm of the IPC who brag to prospective members that they reject at least 95% of appeals!How can a fair upstanding organisation state in advance that an appeals service guarantees a 95% rejection rate.The rules are made up to be stacked against you that's the way they make their money, there is no discount only a pay us quick so we don't have to bother ourselves trying to bully you and can move on.It's a pity you never came here first you may have had a quick get out with the 14 day rule if you hadn't replied like you did and spilled the beans.Follow the advice on here no one pays these dimwits.2

Almost everyone here wins cases if a PPC tries a small claim and you'd win yours.
There was no loss. You paid the tariff and they are on notice as to exactly which vehicle and parking session it covered.
There is no cause of action against you.
Can you please show us:
- the sign stating the t&cs and £50/£30
- the Notice to keeper (data, refs & QR Code redacted).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
