Southwark Council - Notice to Owners received (no PCN)

Hi I'm writing this for advice as its a very specific one.
Southwark Council have recently introduced permit parking in Rotherhithe which up to mid April was a permit free zone for street parking. I parked my car there on 2nd April and there were no visible signage saying that permit parking was going to be introduced.
On the 11th April I went on holiday to Italy returning on 21st April. I moved my car later that week when I went to use it and saw that the area was now resident permit parking only. There were no parking tickets on my car and I breathed a sigh of relief.
On 22 May I was sent 2 x Notice to Owners saying that my car had been issued with 2 PCN's on 15th and 16th April for parking in residents zone without a valid permit.
There are 2 issues here.
1. That there were no tickets on my car when I went to use it.
2. That I was out of the country when the tickets were issued with no prior knowledge that the bay had parked would become a resident's only bay.
What is the best way of appealing these? Any advice gratefully received.
