Unknown letter received.

I live in a residential parking area and have received over 20 parking fines from UKPC over the years due to their ignorance.
I previously took DCBL to the High Court and won, thanks to the support of this group!
Today, I received two letters—one was hand-delivered and the other came in the post.
The letter is shown below.
I can't find any record of this claim in my extensive file, as the claim number isn't mentioned. Additionally, the person named in the letter no longer resides at our house. I wonder if this makes the writ invalid?
I'm unsure how to proceed. I went through the forum and noticed that the letters are standard, cowboy-style communications. Should I ignore the correspondence or should I go back to the beginning and request UKPC's documents to follow this group's established "procedure" as before?

Contact the number
Tell them person x doesn't live
Ask for their email address inbox for proving this (i cant remember it)
Email with the case ID and your council tax bill
They will confirm the address has been removed
If no reply within 24 hours of the email ring back and they will search and inbox and do it over the phone for you.

The debt they are pursuing will be over £600 (maybe four figures... I didn't look at the letter closely) so the family member should have told them their address pre-court action. This is a threatening time. Oh dear.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They do eventually give up though after a couple of visits1 -
The family member no longer has a car. I received a couple of the initial standard letters, which I addressed according to the plan on here. I have searched for any CCJ or records of court proceedings, but I found nothing with the name in question. Did this matter actually go to court, or is this just fear-mongering?
I did read that Writ of Control is invalid without the correct address?

Just make sure your household knows not to give the HCEOs any info if they call round, except to say "that person moved out" and you can show a utility bill to prove who you are.
DO NOT GIVE THE RELATIVE'S ADDRESS, NOR OFFER TO PHONE THEM. No.
The 'debt' is nothing to do with you, but:
It's not just about clamping cars. The relative now has a CCJ ruining their credit for 6 years.
The HCEOs will likely try to sweet-talk/trick their way into the house (if they trace your relative to their new house). If the HCEOs are allowed in by a gullible housemate they'll start doing an inventory of things to sell to clear the 'debt'.
Read the thread by @Harvez63 who went through this.
Rather than have this hanging over them, the relative may like to think about spending £15 (yep only £15) on applying at the LOCAL COURT to stay the writ. Court form N244.

If i was the relative the first thing i would he checking would be to see if any credit file links between their current address and the previous address
If not happy days. If they do then yes apply for a stay at £15
