Severn Trent - bill changed to unmetered

Hi, for about a year I have received letters from Severn Trent stating that my meter needs to be changed, and I should book an appointment. At the same time I was sent letters by Network Plus. They stated that if the meter is inside my property, I need to book an appointment, but if it is outside my property, they will be able to carry out the work, and will call to make an appointment should they need access. I live in a flat, water meters are outside in the entrance hall. I haven't heard from Network Plus so assumed it was ok.
Today I received a letter from Severn Trent telling me that they have changed ma to unmeasured charge as the meter wasn't changed/maintained.
I am not sure what to do. I tried phoning them before several times but it seems impossible. Are they in their right to change my bill when their own partner hasn't done what they were supposed to do, nor contacted me?
Any advise would be appreciated.

Sadly ST are a nightmare to contact. I spent almost a whole day waiting for them to answer the phone or their chat bot to reply when I received an invitation from Network Plus to have a meter installed.Eventually through the Chat I got an actual human who was taking up to an hour to reply to each message and somehow got 2 appointments to have a meter installed, one inside and the other outside. 2 sets of workmen turned up and decided the meter could be installed outside. Despite the chaos
I’m very glad I am on a meter as unmetered supply went up even more than metered in April. My bill has reduced by 33% instead of going up by 33% so worth the hassle.You will need an appointment if they can’t access your entrance hall.
