I have a help to buy isa which only allows me to pay in £200 a month. There have been changes to isas this year and my question is this .Can I pay into my help to buy isa and also pay into a cash isa this year as long as i dont pay in more than the maximum isa allowance. if so what banks allow this. Thank you

Yes, no bank can effectively block you from doing this as it would be interfering with your customer relationship with another bank. However if you were looking to hold both with the same bank, they are entitled to restrict you to a single ISA with themselves.1

You have never been prevented from paying into a separate cash ISA in a different tax year. You can now pay into both in the same tax year subject to comments above.0

Yes - you can pay into both your H2B ISA and another cash ISA in the same financial year. You just can't exceed the £20k limit on the combined total of all ISA subscriptions.0
