It entirely depends but very unlikely to be Thames Water, it might be neither, it may be your responsibility. Do you rent or own leasehold?AsifM068 said:

But you can also buy sets of 6 keys of different types for very little (just search for FB key on Amamzon). Hopefully this will work for you.As @ MattMattMattUK says the first thing you need to do is get access to the meter so you can start to check things out. It's perfectly possible that the meter has been read wrong and it's also perfectly possible that the pipe that goes from the meter to your flat has an undetected leak into a void below the building.
You can ask, they will probably say no.AsifM068 said:I opened a formal complaint about this matter with TW on Saturday gone - can I ask TW if I may pay the previous amount until the matter is resolved - is this reasonable pls?

Most likely your responsibility, so neither of those you hoped for.AsifM068 said:

Ther might be someone else in your block whose meter reading was meant to be 907 but was given 831 ...N. Hampshire, he/him. Octopus Intelligent Go elec & Tracker gas / Vodafone BB / iD mobile. Encountered a slug and a few of its friends as the water meter was located outside but I am so relieved as my reading today tracks nicely with previous reads - thank you for your help and support my friend.QrizB said:

It was the FB2 key that allowed me access to the block's communal cupboards downstairs but they all housed high voltage electrical gear only. I found the water meter outside of the block - thank you anyways friend!mmmmikey said:As someone who had never heard of FB keys until a few weeks ago, for info FB = Fire Brigade and there are standard locks and keys that are used to semi-secure this kind of equipment whilst providing access to the emergency services, etc. There are a few different ones and AFAIK the most common is the FB2 key and is the one that worked for me to get access to the meters cupboard in a friend's flat.
