Permanent ponding on flat roof due to structural subsidence

I am looking for advice on what are the various escalation options, maybe per the different aspects of the problem, such as the living conditions, the structural safety, the structure violating national regulations?
you do not exist in the eyes of the building management company as they are accountable only to the building's freeholder. Where they are not the same person, the freeholder is then accountable to the leaseholder (ie your landlord)
You can cite whatever you want but no one has to listen to you except your LL.
