Notice of Debt Recovery (Bristol Airport) stopping in a zone where stopping is prohibited

I recieved this 'Letter of Debt Recovery' from DCBL a couple of weeks ago. It says it related to an incident of 'stopping in a zone where stopping is prohibited' which occured on 12/03/2025. This was the first correspondence of any kind that I have recieved regarding the incident. We moved house in September and only recently updated the address on the V5 so other letters may have been sent to my previous address.
.

I read through one of your expired threads and was not sure whether to respond in that thread or post a new one
I have not replied or made any contact (in fact the letter gives me no opportunity to do so as far as I can see).
I would welcome some advice as to how to proceed. Thank you

You did the correct thing in starting a new thread
Post 4 in the newbies sticky thread in announcements near the top of the forum explains about ignoring powerless debt collectors letters, including from DCBL
BUT
Email the DPO at VCS with a Data Rectification Notice, a DRN, giving them the new address for the service of papers and that they must erase the old address, add redacted copies of a couple of recent utility bills and a copy of the new correct V5c as proof of the change of address
So ignore DCBL , and no paying either
Then study the many other VCS stopping cases at Bristol Airport on this forum, to gain knowledge and more advice, whilst you have plenty of time to get up to speed about the topic1 -
That letter is already shown in the 4th post of the Newbies thread, in the pictures. That post already tells everyone what to do.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank youI am following Gr1pr's advice and sending a data rectification notice to VSC. I've attached an email I am about to send and would welcome feedback as to if it is OK to send as is.2

I recieved the following response from VCS Central processing office. However with the email I sent 3 attachments, one of which was my V5 which shows the vehicle registration. Shall I just reply and ask them to look at the V5?--------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------Good MorningWe have been unable to process your query as you have not provided the reference number or vehicle registration it pertains to.Please provide either the PCN reference or your vehicle registration so we may look into this for you.Yours sincerely,Central Processing OfficeVEHICLE CONTROL SERVICES LTD7 Europa View, Sheffield Business Park, Sheffield. Surely you put the PCN number and your VRM in your email heading? They need that.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I receved the following response. Should I contact DCB legal as advised?

Send the Data Rectification Notice to DCB Legal to ensure they communicate (especially if they issue a court claim) with you at a live address. CC VCS (make sure that shows on the email/written communication). Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Thank you UmkomaasI will do as you suggest and send the DRN to DCB.Here is the redacted emais I referred to in previous post. (below)Incidently, the first Notice of Debt Recovery that I recieved said that 'you are no longer able to appeal the parking charge'. I am assuming that earlier 'warnings' would have given me this opportinity but these would have been sent to my proevious address. Is there any point in me registering an appeal via POPLA anyway?0

Is there any point in me registering an appeal via POPLA anyway? No, because VCS is not a BPA AOS operator, so POPLA is not available for non-BPA operator cases. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
