    There is no offence, a car ferry is not "a public place" so there is no legal requirement for insurance. Also there is the question of jurisdiction.
    Erm, under UK law a car ferry would almost certainly be a public place. It's a place that is open to and used by the public, albeit for a fee. Not unlike, say, the M6 toll.

    Not that UK law is very relevant. Whether there's an offence under Spanish law I have no idea.

    The MIB is an international organisation which coordinates insurance matters in all countries which are signatures to the agreement.
    Many African countries are signatories but as yet we don't know where the OP is.
    MIB is a UK organisation however part of its role is to liaise with its equivalent in other countries where an incident happens involving a vehicle from another country. So if a Polish lorry hits our insured's vehicle we would contact the MIB, they'd contact the PBUK in Poland who'd come back stating the details of the insurer of the vehicle and assuming the incident happened in the UK, who their UK handing agent is. Going forward we deal with the handling agent directly (who may have delegated authority or may have to refer everything to their principal; they should however advise their principal on the relevant legal considerations for where the incident happened).
