It's obviously not been looked after; the rubber from the pedals is missing, most of the lights either don't work or are misaligned, handbrake doesn't work, the front tyres are nearly worn, and the front suspension is shot.
It must drive absolutely horribly, and will have done for a while before it failed. It's an old, relatively simple car and it's all stuff a competent DIY'er could do, but I suspect for what you'd pay in parts let alone any labour, you should be able to find something that's more usable.

OP: if you know nothing about cars then you really don't want to buy a £250 20 year old MOT failure hoping it will provide reliable transport.0
