CAB are wrong if it is a DD
DD's does not have cover for non receipt of goods or services.
The DD guarantee covers only.Here’s the formal bit:

- The Guarantee is offered by all banks and building societies that accept instructions to pay Direct Debits
- If there are any changes to the amount, date or frequency of your Direct Debit the organisation will notify you (normally 10 working days) in advance of your account being debited or as otherwise agreed. If you request the organisation to collect a payment, confirmation of the amount and date will be given to you at the time of the request
- If an error is made in the payment of your Direct Debit, by the organisation or your bank or building society, you are entitled to a full and immediate refund of the amount paid from your bank or building society
- If you receive a refund you are not entitled to, you must pay it back when the organisation asks you to
You can cancel a Direct Debit at any time by simply contacting your bank or building society. Written confirmation may be required. Please also notify the organisation.
It makes sense but also doesn't as several other people who paid in exactly the same way as us have been refunded by their banks 😞Life in the slow lane0 -

I was at one time treasurer of a membership organisation that collected its subscriptions largely by annual or monthly direct debit. Every year we had some subscriptions reclaimed, usually by former members claiming to their bank they had told us of their intention not to renew. Needless to say they hadn't but the bank wouldn't look in to the detail. So not only was the sub reclaimed but we were charged a fee too!1 -

I don't know if this is the same company. But there is a Facebook Group called Victims Od Cocker Hoop who are investigating a company who did something very similar.
They cancelled a food and drink festival in Yorkshire 2 weeks before it was due to go ahead and told people to get refunds from their banks.
The guy is notorious for it and has done this repeatedly in other towns.
