I was looking for information about this today and landed on a discussion which was dated 2020.
Fortunately did not act on the advice without checking as I have been advised by NatWest that the advice is incorrect now as they say HMRC does not allow an APS to be transferred to a new provider.

I think you need to clarify exactly what you are stating.ISAs with an APS which had been fully funded can be transferred the same as any other ISAs.What you can’t do is partially fund an APS in an ISA, then transfer that ISA, then try to fund the remaining APS within the new ISA.I am an Independent Financial Adviser. Any comments I make here are intended for information / discussion only. Nothing I post here should be construed as advice. I seem to remember when we went through all this APS stuff with my mother back in 2020 that you could only open an ISA with one provider to accept the Additional Permitted Subscriptions. We went with Skipton and then did a number of partial transfers out until we had paid in and used up all the APS.0

When my husband died his main current account and his ISA were with Lloyds. They transferred the total amount into an account I set up with them. I opened an new ISA with Lloyds for the APS ISA and I transferred the exact amount. There were forms to fill in to get the APS. I later transfered the whole amount to a better-paying ISA. At this point the APS was immaterial.0
