FWIW, UC just take the Name / DOB of any other people in the Household and ask a few questions like whether they receive PIP / DLA / Carers Allowance or whether they’re current away from Home (Armed Forces, Prison etc).

    Either…
The Non-Dep’s are exempt by their benefits, or the Tenant themselves is exempt owing to their benefits, or nobody is exempt and the flat rate Deduction applies regardless of Earnings.

It’s definitely one of the differences on UC Housing Element that can less punitive than Housing Benefit.

The information may have been requested in error, but don't just ignore the request as that will probably result in HB being suspended for failing to provide requested information.  Call the council to clarify the situation.
It has already been suspended. This has been going on since 1st April and i pointed out to them that i was on PIP on the telephone. Then today i got another email asking for the income info and NI details

Sorry to hear that.  All the more reason to provide what they have requested, even if you do think that it's irrelevant.
but the OP has no need to provide the information. Its clear cut that there will not be a non dependent deduction and they have no right or need to ask for it.
UC need to get their act together and if it were me i would be getting my MP involved.

I'm simply trying to provide the fastest route to getting payment for the OP.  I didn't say it was right, or fair, that they needed to provide it.  Sometimes pragmatism is the best route.

I cannot understand why they have sent you a letter requesting information for non-dependants when you are in receipt of the care component of PIP.
Non-dep deductions do not apply in your situation, unfortunately they have suspended your claim which means they still need the information.
I can understand if they need the NI number to put on whichever system they are using but they do not need their income.
The benefit section can apply a full non-dep deduction if claimants do not provide the info, this generates a letter and most customers would send in non-deps info as there may be a lower deduction.
Even if they put the highest deduction on your claim the system would not generate a deduction as you are in receipt of PIP care.
The HB Regulations 2006, section 74 make this clear, link below:

my two adult children live with me.
they are now asking for proof of their income and their NI numbers
AIUI, your adult children are treated as non-dependent adults, assessed separately in their own right and not as part of your "household" for UC purposes.
Why would you actually know your children's income and NI numbers?  You might or might not know but do not have any right to know.  Your adult children have their right to privacy if they choose to exercise it.
IMO, it would be appropriate to respond that this is information you do not have and cannot, therefore, provide but UC are free to write to your children to request the information.

That is all just my opinion, though.  I may be wholly incorrect from a UC perspective, but I thought I'd put the idea out there as no-one else seems to have made the observation that you might genuinely not know.
