As an update, the more I’ve got a feeling for the situation, the more I’m inclined to think it really is just that one particular neighbour. While chatting to one of people who does some maintenance to communal areas, they mentioned in passing that this particular neighbour doesn’t like dogs. So I’m inclined to think that he doesn’t like dogs and is therefore trying to make an issue out of nothing in the hope that I’d immediately capitulate.I’ve seen him once or twice since, once passing in my car and we exchanged a wave, and another time when I was outside supervising my children while they were playing and he was chatting to other neighbours. Again, we all exchanged pleasantries but I didn’t stop to talk because I was following my children on their bikes. I’ve had lengthy conversations with other neighbours and it hasn’t been raised at all.1

I do think you are over analysing it and letting it prey on your mind too much. If, as it sounds like, you have the necessary written permission to keep pets, then it's job done. Not to say that all standard rules around noise/nuisance don't apply, but you are at least covered in terms of your lease.1
