How to proceed without any details or reference from from Landowner

Thanks for all the brilliant resources related to carpark fines. I am trying to follow the steps outlined in the Newbies thread. However, I need advice around one element.
I did not receive the original parking fine (from NCP, apparently). I received notice of a fine from a debt collectors agency - without any specific detail about the nature of the transgression or any reference to the original PCN reference number (with NCP). Without this, I don't know how to dispute the original charge with the landowner, which I am certain is not justified. I want to share a copy of my Blue Badge with them - and also to know what exactly I am being fined for...
I did not receive these letters from the debt agency for many months, as they were sent to a property I had recently vacated (+ not the address where the vehicle is registered). By the time I did receive them, these also included letters from a legal firm threatening action.
My issue is how can I contact the original landowner when I don't have a reference number - should I still do this?

1. They are not fines.
2. Ignore the debt collectors letters.
3. Have you checked your V5 - the originals may have gone to an old address.
4. I think what you have to do is submit a SAR to NCP using your name and reg - that should uncover the details you need.1 -

SOME IDEAS FOR DETERMINING WHO OWNS THE LAND1. Google searches2. If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £7 they should be able to provide definitive detail8. If you haven't already done so, give us the name of the car park/site/location, we may have seen other cases there.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
