Badly fitted toilet? Need advice please

    That's a 'low-level' toilet? Ie, one where the pan and cistern are joined by an L-shaped flush pipe?
    Is the pan sitting further forwards than the old one?

    Lazy incompetent bodge job.
    And they have probably charged the housing association £500 plus.
    Report it with those photos and a short concise email.

    Looks like they've used a second hand pan and didn't bother to clean grout & sealant off the base. No surprise that it is rocking around when a bottom is parked. Really no excuse for the low standard of work.

    Yes, that's a 'low level' setup.
    These pans were commonly bedded down on a dollop of mortar which set underneath and kept the pan steady. It looks as tho' the old set lump of mortar has not been removed. No surprise that the new pan is struggling to sit properly.
    When you lift the lid up and lean it back against the cistern, what angle does it sit at? In other words, how far back could that pan be moved towards the rear wall, before the lid threatens to fall forwards? Could you show a side pic with the lid up, please?
    As you can see, the exit height from the pan is lower than the current receiving end of the soil pipe, so these need to be matched. If the pan can be moved back a couple of inches, and the soil pipe end cut off to suit, then very possibly the correct adaptor would join the two successfully.
    That current job is not only utterly incompetent, but indicates, imo, complete contempt towards the tenant.
    It's a bludy disgrace, and these inconsiderate 'plumbers' should not be allowed back into your home.
    Shocking.
