ISA provider that accepts paper shares

My company's save as you earn scheme will shortly be coming to an end and I plan to take the paper certificate of the shares and transfer them into a stocks and shares ISA.
My company's preferred ISA provider charges fees of £17.49 custody fee per quarter for the account and £10.99 fee for selling shares, which I'd like to avoid paying. I have an existing stock and shares ISA with Trading 212, however they don't accept paper share certificates to transfer in.
Are there any providers which would accept a paper certificate whilst it also keeping the fees to a minimum or zero fees if possible?

Another option could be to first go with your company's preferred broker and once the shares are in it make an in specie transfer of that Isa to another S&S Isa (check it offers shares in that company, though).1
