JISA transfers.

My daughter has 50k in a junior cash ISA. We’d like to use some of it to open a junior stocks and shares ISA. 
We found a provider who was happy to accept a partial transfer in but the provider where the cash ISA is would not allow a partial transfer out. Why is this? I can find no legislation forbidding it. How and why do providers insist on a full transfer or nothing?

    It's not so much that legislation forbids it, it's just that legislation doesn't mandate that partial transfers must be supported.

    You could perhaps do a full transfer to the S&S JISA and then a partial one back to a cash JISA provider who allow such transfers, or alternatively just use low risk investments within the S&S JISA, such as short term money market funds?
