This appears to be a "non POFA" notice, pretty common for APCOA, so no keeper liability and no need to even consider paying this. Use the following on their website as KEEPER only:
"This is an appeal by the registered keeper - No driver details will be given. Please do NOT ask for driver details in order to get around the fact your NTK does not comply with POFA. As there is no keeper liability then liability cannot flow from the driver to the keeper and thus is an auto win @ POPLA. Please therefore cancel the notice or issue a POPLA code where you will auto withdraw."Always remember to abide by Space Corps Directive 39436175880932/B:
'All nations attending the conference are only allocated one parking space.'

APCOA = easy win as long as the keeper doesn't say who was driving.
They have literally never used the POFA. Their choice not to be able to hold a keeper liable.
Glad I asked to see the NTK!Also useful to see a Uni is satisfied in 2025 that £50/£25 is a sufficient deterrent on private land where they don't want to alienate service users (we know from other cases that APCOA work with 'Service Agreements' whereby they get paid by landowners. Hence they aren't chasing PCNs for their profits and aren't incentivised to issue as many as possible).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Also, the NTK states that it was for "Use of private car park without a valid payment/permit" and therefore NOT an overstay. Just go with the advice given above.3
