Its typically only regulated industries that have compulsory ombudsman and any other one is voluntary so naturally has conflicts of interest etc. There used to be the "retail ombudsman" but they were instructed to drop the ombudsman from the title as they were not meeting the standards required to use the title. They are still going but now list themselves as an Alternative Dispute Resolution service rather than ombudsman.

So yes, they can and might chase you for the money, so it's sensible just to pay.
