Just a thought - if the OP cannot get a refund for cancelling the ticket, can they turn up with the one passenger missing but still avail of that passenger's luggage allowances and have the spare seat on the plane?
How could a "no show's" luggage be checked in by another passenger(s) ?
The number of cases and maximum weight allowance is per travelling person.
Please correct me if wrong, however if somebody does not board the aircraft their baggage is removed for security reasons.
Or are these two different scenarios ?

Yes, the hold luggage would not work, but the invisible person could have someone carry their onboard luggage for them.

Are cabin bags not limited to one per passenger ?

I think, usually, it is one small underseat bag per passenger included with the ticket and then you can pay extra for large cabin bag to go in the overhead locker and / or hold luggage.

But, in the scenario, we are talking about the OP's group booking and paying for one more passenger than there are travelling because there is not the option to cancel the extra ticket now that the additional passenger is not travelling.  So, the OP might as well keep the extra seat, and the non-travelling passenger can check-in online, no hold baggage.  That will mean when the OP's party board they will have the extra seat and the extra underseat bag space paid for.

The flight could be held up while they tannoy for the passenger who has checked in but not boarded.

Yes, but perhaps only if they know whether the passengers have made it to the departure lounge (via the scanned boarding cards at the entrance to security)?

When airline staff inspect boarding passes at the gate a no show passenger's abscence will become apparent - so how can another member of the party take his/her cabin luggage onboard in addition to their own allowance ?
    Maybe I'm overthinking this ?
