"Free" water meter

I requested to have a water meter installed, There is a meter inspection cover on the pavement by my back gate and I assumed that is where the meter would go - as where my neighbour's meter is fitted.. However, I was told the meter would be installed inside my house, under the sink..When I suggested outside the house would be better for the meter reader as they could take readings anytime and not needed someone to be at home.. I was told the water meter would be free (as per ads) if installed INSIDE the house, but OUTSIDE the house would cost £250.
Anybody else have such issues ?

The reason for the cost is an internal fitting is just removing a section of pipe and inserting the meter in the gap, for the outside fitting they need groundworks to dig a hole, fit a new pit, fit the meter etc. and hence the cost. You have the choice of which, free internal or charged external.0
