Sitting six months is a sign that it is not really wanted in its current state. Price might be a factor. However letting the MOT lapse is one I would consider to be a major warning. Another better one will be along shortly.

We need to know the make, model & engine type/size of car to advise you further, as there are some engines that you just don't go spending all your savings on at 7 years old due to known catastrophically expensive problems.

That level of surface rusting on suspension components is good for a 7 year old car that hasn't been treated with the sort of love you lavish on something that you slaved long hours shovelling at the dung pits to buy.

(My cars only ever go out if there is salt on the road in an emergency, then get washed underneath the second that water won't freeze instantly. I never drive at more than walking pace over a "resurfaced" road, and any signs of rusting on the suspension gets wirebrushed and painted/dinitroled when I give it the annual checkover. Most people don't bother- especially the first "owner" as the car isn't theirs!)
I want to go back to The Olden Days, when every single thing that I can think of was better.....

(except air quality and Medical Science ;))

As born_again says, thanks to the glorious negative publicity fuelling lack of demand, and the registration targets for EVs, you can pick up a delivery mileage pre-reg Dacia Spring for below £11,000. (As new, no rust and with the bulk of the manufacturer warranty still valid)

If you have off road parking with access to a 13A socket, and aren't commuting 100miles a day on the Motorway, they are certainly worth considering. Charging from normal priced electricity at home you will get the equivalent of over 100MPG.
Some people no doubt would prefer the Dacia but most I suspect would prefer the 7 year old ICE car for the same money.

Within the appropriate constraints, the Dacia is by far the more MSE option.

But then a 7 year old anything for £10k seems nuts even though that's probably normal now.

I would prefer a safer car than the Dacia

    Safer ?.
    How ?.
The Dacia might only get 1 star today. But a few years ago it would have been 5 stars.

My 2016 5008 got 5 stars, today 1 star, as no automatic emergency braking, lane keeping assist etc.
All the new features for safety are making drivers less aware and in my opinion more dangerous.
Good air bags and crush zones are important, the rest is just icing on the cake.

I would rather have a new car than a 7 year old car.

Without knowing what car it is and its history & mileage there's no way of saying whether it's a a good buy or a goodbye.
You can look up the MOT history of a car online and you can ask the seller whether it has known issues & accidents.

No, it wouldn't have been a 5. If offers poor protection for the driver's head in a full frontal crash.
