Council chasing for rent, not lived there for a long time

Until you surrender your tenancy or the council evict you by due process you are still entitled to occupy the property and are still liable for the rent. Plus the council are unable to rehouse somebody whilst you are still the tenant. You will also be liable for Council Tax, which as the property is empty may be double the standard amount.
The councillor for the area may be willing to take up your caseIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -
