    No, as explained in the article (about UK options and specifically those suited to overseas use):
    You can also get debit cards that don't charge 'non-sterling transaction fees'

    I have three Starling accounts - Business Sterling, Personal Sterling and Personal Euro
    I have cards for both sterling accounts but was never offered one for my Euro account
    I just use the Euro account if I need to transfer money abroad cheaply.
    The Starling personal card (as well as a few others) offer fee free ATM withdrawals abroad
