    When PO flogged off their customers to Shell and then Shell flogged them off to TT , the only way they could do that without having to offer the option of leaving (irrespective of the minimum term )was to supp,y service on exactly the same terms as the previous company……presumably your mother is outside any minimum term with TT ,it should be fairly easy to reduce the £60 TT bill , but not every ISP offers telephony , and as explained it’s not going to be easy to get telephony without a broadband service….if your mother is in receipt of pension credit a social tariff will be the best choice , but failing that , you should easily get the £60 down toto around £30 -£35 with a basic broadband and PAYG phone service, and as you need to connect the router for telephony, use the broadband as well with a cheap tablet or smart tv etc
