    He was unconvinced by the fact I had advised the claimant, via email, that I had moved address - simply because I hadn't provided my new address. He said the onus was on me to provide that information
    There is no such onus.

    I've got my hands on the Letter of Claim issued by Moorside to my old address. This lists the details of the PCN (albeit not much, one was issued for not displaying a permit) and the cost build-up - interest, court fee's etc.

    There is no such onus. 
    In fact, this is the exact same scenario as in VCS v Carr, so this judge was going against the Court of Appeal binding case law.
