Can I read a meter that is installed in the path?

Ive applied for a water meter from UU.
Although the survey hasnt been done yet, pretty much everyone else in the road has had them fitted in the street just beyond the homeowners path (where the current square metal plate is)
My question is - will I be able to read that meter myself when it gets installed?
If I have a way to open the cover, can a homeowner typically read it?
I may want to measure a rough before and after for activities such as washing my car and work out the cost to me.

Just prise up the cover with an old knife, remove the spongey disc, look at the number, and replace everything [at least that's what I do]1
