Parking Charge Notice - Meadowhall - Minster Baywatch - Gladstones

Hi All,
In October last year I received a PCN at Meadowhall Shopping Centre as my car was parked circa 75% in a standard parking bay and 25% into a yellow hatched area.
When I returned to my car I tried appealing the PCN with the wardens but they told me I needed to speak with the Meadowhall Customer Service as there was nothing they could do once issued.
I spoke with the Customer Service Team and explained the situation but once again I was told they couldn't do anything and I would need to appeal with Minster Baywatch so I did.
The day after receiving the PCN I appealed to Minster Baywatch, a few weeks later they responded saying that the PCN was issue in line with the carpark T's&C's and that if I didn't agree with their decision I would need to appeal through POPLA. I then sent the same appeal which I used with Minster Baywatch to POPLA to see what their views were.
After quite a while POPLA were back in contact stating that my appeal was unsuccessful and recommended that I should pay the fine (I didn't).
On 03/03/25 I received my first letter from Minster Baywatch demanding payment for the un-paid charge. I ignored this too. (NOTE: this letter says the following 'We note that despite our attempts to encourage you to satisfy Notice, both at the lower amount of £100 which was valid for 14 days from the date of the aforementioned letter and then the higher amount of £100 which was valid for a further 14 days'). This should surely say £60 lower amount and then higher amount of £100?!
On 29/04/25 I received my first letter from Gladstones Solicitors which was a letter before claim. Note that this letter was supposedly sent on 17/04/25 and states I have 30 days to pay the increased £170 fine or else a claims notice would be issued.
Here's where I get a little confused. After reading some of the previous forums and the newbies thread, I'm unsure on what steps to take next.
Because Minster Baywatch didn't send any letters until nearly 5 months after the PCN was issued, do I have a chance that I could say a NTK wasn't issued in the correct time frame? OR does me appealing to them admit liability?
If the above isn't viable, do I now need to respond to Gladstone Solicitors prior to 17/05/25? I really don't want to have to take this to court but then again I'm reluctant to pay the £170.
I'd appreciate any help with next steps please.
Thanks in advance.

Welcome!
Just read the second post of the NEWBIES thread, where this stage is covered.
Why are you scared of a claim form? It's what you want. Nobody pays Gladstones or Minster Baywatch. Read a few more threads.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for the response.
I'm not scared of a claim form, I just can't be bothered with arguing it out in court.Or does it rarely get to this stage?
When you say a claim form is what I want, why is this?
From the second post (if I've interrupted it correctly) I shouldn't be responding to Gladstones? I should just now wait for a claim form?
I have read a lot of the threads and I think that's why I've confused myself.
I have also tried contacting Meadowhall directly via their 'Head of Soft Services' but I'm doubtful she will be able to get this PCN rescinded (although she's working on this now).0 -
They can get it cancelled. Insist Meadowhall do that. Failing that, you want a claim form because that's when people win.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I insisted with them but I was continuously told 'it's gone too far' and is now out of their hands. I'll see what she comes back with...
Just to clarify, now that I have received the LBC I should be EMAILING Gladstones using the template and then await a response from them?
