I had a similar thing with some car accessories from Slovakia.
For historic interest prior to the 'pay on send' postal system introduced by Rowland Hill you paid on delivery, and people developed ways of getting messages to the recipients that they could make out from sight of the envelope and then just refuse to pay. This getting round the rulrs was one of the things that led to the introduction of the postage stamp and a 'pay on posting' system.0 -

I think it is from my sister but she posted the parcel at the Post Office counter and paid the amount they told her it needed.
Is there any chance this means they are responsible for the fee? We have the receipt from when it was sent?I had a similar card a few months ago , I didnt go to sorting office as I had read they don’t let you see it so I ignored it1 -
