Delivery fee from Royal Mail

Wasn't sure where best to put this.
I've had a card through for a parcel that they won't deliver unless I pay £7, I am visiting the sorting office today and hoping they will let me see the parcel/sender before I pay the fee. I think it is from my sister but she posted the parcel at the Post Office counter and paid the amount they told her it needed.
Is there any chance this means they are responsible for the fee? We have the receipt from when it was sent?

I don't think they somehow become liable for the fee (nobody does if it gets returned to her), though your sister can no doubt complain to the Post Office if she was given wrong advice.1

Surely they can only return it if there is a "return" address on the package. Did your sister put one on?0

Its not a fine, its an admin charge. You have a choice. But before I retired I worked as a postie and often did shift in the callers office where people collect the undelivered mail etc.
Back then we were not allowed to let the person collecting see or touch the parcel before payment was made but that may have changed now.2 -

I wouldn't let the OP see or know anything about the parcel either.
If they don't pay up it gets returned to sender or ends up in Belfast0 -
