PCN Bus Lane infringement. Issued after 32 days

Seventh Anniversary Photogenic Combo Breaker

Hi peeps, I received a PCN for a local council bus lane infringement but it has an issue date 32 days after the incident date.
Am I right in saying the maximum allowed is 28 days?

    isn't it 28 days you have to appeal or pay the reduced amount?

    I'm not sure of timescales to issue - you could try on the https://www.ftla.uk/ board - they will probably know more.
