Parking charge notice, vehicle control services limited

I've recently recieved 2 parking fines for parking on private land without a permit. I was given permission from a shop who used to own it but now the circumstances have changed without me knowing. I'd of paid the fine but what they have done is to issue me 2 tickets within the space of a couple of hours. When seeing the first ticket I took it to the shop to show them, when I returned there was another with the date the day before on it. When i recieved the letters through the post the pictures with where the vehicle was parked where different. So deffinatly took on different days but not the day before as I wasn't there. They have lied but on the photo it also says the date as the day before. How they have done this I don't know. I have parked there before but not the day it states. Is there anything I can do or will I just have to pay for 2 tickets which I feel is fraudulent. Bellow is my appeal and there response...

Reason- Parked without displaying a valid ticket/permit

On the 10/04/2025 i recieved Two letters for a parking charge stating that the vehicle 
was parked there at 13:50 on the 04/04/05 and 17:27 on the 05/04/2025 and that a charge of £100 is to be made for each ticket, reduced to £60 each if paid within 14 days.
 I believe these tickets were issued unfairly and fraudulently
and that I don't need to pay them. This is because I was informed by a previous employer to the witness who was with me that we could park there as it was allocated parking for there venue. After receiving the first ticket - 05/04/2025 we took it and went straight to the venue to speak to the owner regarding this. We were then informed that the ownership has changed hands and is now owned by a private company. We did not see any signage stating the change since the previous ownership.
 When we returned to the car after being told this we found another parking ticket had been placed on the vehicle. This time stating the day before being the 04/04/2025 even though it was the 05/04/2025 and had just been issued one. 
There is another witness to this. 
This is the second reason for
an unfair charge due to having 2 tickets issued on the same day, the vehicle hadn't moved from that spot yet the 2nd ticket had a different date and different photo with the vehicle parked on the other side. This is fraudulent as I was not there the day before or parked in a different spot on the day these tickets were issued. 
This ticket for the 04/04/2025 was therefore issued the day after the proclaimed incident took place according to the date on the ticket and the letter, which never took place as I was not there on the 04/04/2025.

If possible I will attach a photo which I purposely took as evidence on the 05/04/2025 with the two tickets together 04/04/2025 & 05/04/2024 with the date on the phone stating 05/04/2025 as evidence

We refer to your appeal in respect of the above Charge Notice (CN) received on 22/04/2025.
Having considered the points you have raised and reviewed our records, we are unable to accept your appeal. Our
main reason(s) for this decision are as follows:
The signs at the car park make it clear that the land is private property and that a charge of £100 will be levied if
vehicles park outside of the Terms and Conditions displayed. The signs make
clear that a valid permit must be
clearly displayed in the vehicle parked; on this occasion the above detailed vehicle was observed parked whilst not
correctly displaying a valid permit therefore you became liable for the Charge advertised.
In your appeal you state that 2 Charge Notices were issued within a 24 hour period. The IPC Code of Practice states
that Parking Operators shall not issue more than one parking charge in the same calendar day for the same parking
event . In the event of a vehicle continuing to park into a new calendar day, the operator must not issue a further
parking charge for the same parking event within
12 hour period. Where a Vehicle is moved at any point, this
constitutes a new Parking Event. In this case the Charges were issued after the timeframe stated above and the
Charges will stand.
We note your comments in respect of you being offered advice on where/how to park. We must advise that Patrol
Officers or staff from businesses at or adjacent to the car park are not authorised to allow motorists to park in
contravention of the Terms and Conditions displayed at the car park. It is the motorist's sole responsibility to ensure
they park correctly, if you were unable to park correctly you had the option to phone the helpline for advice or to find
alternative parking.
We have fully reviewed this case and we are satisfied that the Charge Notice was correctly issued. We are unable to
accept the mitigating circumstances raised in your representations, our appeal is therefore rejected and the charge

What you should do next- Either:
Pay the Charge Notice (CN): In order to setle the Charge, the payment of £60 to reach us by 12/05/2025 or £100
to reach us by 26/05/2025 must be made. Failure to pay this charge within the stated times, may result in Debt
Recovery Action being taken and further costs up to an additional £70 being incurred. Payments can be made
online_at www.myparkingcharge.co.uk by following the links for "Pay Now", or over the phone by calling
0845 226 9138 by using a valid Credit or Debit Card.

2. Appeal to the Independent Appeals Services (IAS): If you believe this decision is incorrect, you are entitled to
appeal to the IAS. In order to appeal, the IAS will need the following information (which is also contained in the
subject header of this correspondence).

It is important you note that if you do make an appeal tO the IAS, the reduced charge offered above will no longer
apply. You should also be aware that if a payment is made prior to an appeal being made to, or adjudicated by, the
IAS AND this is accepted as Fulland Final settlement against the CN, the appeal will automatically be dismissed and
the matter will be deemed closed. Should you appeal to the IAS and it is unsuccessful, the full amount outstanding
(£100.00) will become payable within 14 days of the date the IAS decision is notified to you. Failure to pay this sum
in- the 14 day period will result in debt recovery costs of up to £70.00 being added to the outstanding balance
It is important we also highlight that no further appeals will be accepted at this office; any such appeal must be
made to the IAS.


Please also note that further costs may be incurred should it be necessary for us to subsequently recover any
outstanding charge using further debt recovery and/or court action.

    You don't have to pay or appeal to the IAS. You can wait, see if they file a court claim. Court is where you'd receive an unbiased hearing.

    the 2 photos may well still have the mata data attached to them that would give details about when the pictures where taken
  • Thankyou for your responses. I have ignored them in the past and some have built up to £500 but they stopped sending letters eventually. I heard they have more power these days and that its best to respond. I used a similar appeal letter for my last one which they accepted but not this one. However I'm going to follow your advice and ignore them now.

    They don't, but litigation is more common now. Hence why you must keep your address up to date with the PPC and come back if you get a LBC or Claim Form.
