Order of using flexible cash ISAs

Hi. If I have last year's flexible cash ISA with provider A and this flexible cash year's ISA with Provider B, can i withdraw funds from the Provider A ISA this year before withdrawing any funds from Provider B this year? Or do i always have to withdraw from Provider B until that money is all withdrawn and then I can access Provider A? I cannot see how this can be regulated! Thanks.

Why not just transfer A to B or B to A, depending on best interest rate and then take what you want?1

All your flexible ISAs are independent of each other. So, as long as you follow the "flexible" rules for each one separately, there's no problem.2
