Market Harborough B/Society ISAs

Just had an email from Market Harborough BS trying to sell me a new ISA for the new tax year.
There are 2 available.....2.2% easy access & 3.5% notice. Why do they bother ? They must realise that they aren't competitive in any way.

I've just had the email too. I think they are trying to encourage local people to support their local Society. I am not a local, although I do have their Regular Saver which was open to all (at least when I opened it).
