Well that's confusing why did you pay with "Ringo" when the payment app you should have been using is Twin Pay, clearly stated on your photo, I fear you have used the wrong app and paid for the wrong car park?
That is The Market Car Park Twin Pay location 10.
The Victoria Centre Car park is Ringo location 2682731

You can use Ring Go in car parks that it isn't stated. I've been parking in this car park for years using ring go. Car parks usually have multiple affiliates payment providers

Well, it's clear to me and others that you used the wrong app and location code and paid ringo for a bay in a car park that you didn't use,  but parked in their car park (  The Market Shopping Centre   )  and they clearly dont have a contract with Ringo, because they said so, probably due to non payment,  the signage pictures you posted clearly state  Twinpay, not Ringo , they also state the name and location code of the car park too, they are also different postcodes but near each other

The 2 car parks appear to be on opposite sides of the road

Show us a redacted picture of the front and back of the pcn with the allegation showing,  plus all dates and times

Hide the reference number,  your VRM details and your personal details like name and address,  before taking the pictures

That is a dangerous assumption, not in my experience they don't, Ringo does not list that car park on their website!
There are three entities. The Landowner that gets the parking fee charged, the app provider e.g. Ringo that gets a commission from the charge e.g. 20p per transaction, and the Parking Management Company that hopes people make mistakes so they can rake off a PCN.
You have quite clearly paid Ringo for The Victoria Centre and parked in The Market Shopping Centre for which you have shown a photo of the sign.
Please explain how you managed to pay for a car park on Ringo that has no Ringo location code, what exactly did you put in to the Ringo app?
If you used "Find Parking Near your Location" you have clicked on the wrong car park.
Also what was the reason quoted for issuing the PCN?
