How do I contact BT regarding a complaint

All I get is a link on my mobile and I want to speak to a person.I was left without BB and digital voice for nearly two weeks.I complained to BT as the first engineer who attended reported that the issue was fixed and closed the case and it was not.I had to raise another fault and it was fixed within a week. I raised a complaint with BT regarding the first engineer visit who did not fixed the issue. As I am vulnerable was left without BB and digital voice for nearly two weeks. I reported digital voice not working and yet bt sent me txts informing me of the engineers visit. I have just received my bills and I am billed for the whole month. How do I contact BT to raise my concerns regarding bill? Thanks
