I have an 18 month term Isa maturing this October and was wondering what my best options are.  Whether it is possible for me to transfer it into a new Isa now without paying early release charges.

Highly unlikely.
You would need to check how much penalty you would incur by transferring the ISA to a new provider. Depending on your current rate and available rates now, it might not be worthwhile.

Difficult to say without knowing the interest rate and the penalty for early withdrawal, but (as above) it's "highly unlikely" that it'll be worth paying that penalty. Probably best to wait until it matures and then see what's available.
