I have a fixed rate cash isa due to mature . It is worth £20986. I want to transfer it to a 1 year fixed isa at 4.25% . If i put £20000 in do i get interest at 4.25% on the whole sum ie £40986?

Almost certainly, although you will need to check the terms to be sure - some products do have different rates for new vs transferred funds.

Another question on ISA, I have two maturing in next week or so, one is a 2 year the other a 1 year Cani transfer both of these into my new isa I am opening ?0

In theory you can, but it all depends on the exact terms and conditions of the accounts you have and wish to open.
