Ignored parking ticket

I've ignored a parking ticket that came out of the blue recently from a parking fine 3 yrs ago, dont even own the car anymore, I've ignored the debt collectors £170 fine, read the threads on this forum advising not to pay these scammers, is the next step most likely a guaranteed CCJ? at which I will engage and what is the fine likely to be?
