DWP/HMRC didn't call

Hi,
I received a text message yesterday (Sunday) saying I would get a call from DWP today (Monday) between 8am and 6pm regarding buying NI contributions. There has been no phone call. Has anyone else had this happen?
Might I get a call tomorrow?
Is there any (worthwhile) complaints process?

The text displays as coming from "DWP".2 -
I received a text saying they would contact me on Monday. They didn’t. Then today I received a call - I answered immediately then it went dead. When I called back I had a message stating they had tried to contact me but that I was unavailable. Message said they would try again if they needed to. I’m furious. Not sure what to do now.0

Same here. I received a text yesterday (Monday) from DWP saying they would call today and would try twice. I got no calls today (Tuesday), none of the security settings on my phone would have blocked them and there is no voicemail. Does anyone know who to contact to advise the DWP no call was made?0

Same here. I did wonder if it was a scam. I received a text from DWP yesterday (Monday) at 18.19, so after their working day had ended, to say 'DWP will call you tomorrow ...". I had no call from DWP today. I did have a strange call at about 16.00 from a 07534 number. I get few calls to my mobile, so I answered, thinking it could be DWP. I got an automated voice telling me to load WhatsApp as work wanted to talk to me. Clearly a scam, so I ignored it.
Disgusted with DWP if their text was genuine. I didn't want to miss their call, so have been carrying my mobile around with me, which I don't usually bother to do. I've even rearranged my activities today, to ensure I was available to answer. I would also like to complain.2 -
UPDATE - I spoke with the DWP just now, they DO NOT SEND TEXT MESSAGES advising they will call. The message is a scam. I'm not sure what the nature of the scam is, perhaps to get you to pick up a call from an unknown number.2
