I believe there should be greater awareness of the need to pay the ULEZ when you enter and leave the zone to park at Heathrow Airport, if you stay more than one day.
For example, when I travel in to the ULEZ to visit friends for lunch I pay the ULEZ charge on the day - park, have lunch, then drive back out again - all for £12.50.
I recently went on a short holiday, flying out of Heathrow. I paid the ULEZ charge on the day I parked, wrongly assuming the same principle of use would apply. ie. that my £12.50 fee would allow me to enter the ULEZ, park, then leave the ULEZ. I was only entering and leaving once.
But, no! I have just received a fine for not paying when I left the ULEZ.
Yes, I confirm it was a few days after I entered, but I was only parked the entire time. Surely this puts the thousands of people each day who park at Heathrow to fly on holiday at a financial disadvantage to those who only go for one day?
If I drive in to the ULEZ, park, then drive out again on the same day - I pay £12.50.
If I drive in to the ULEZ, park, then drive out again on the following day I have to pay double, despite not driving for any time or distance further. I'm not generating any more emissions than the guy who only parked for one day - but I'm having to pay double. Or in this case £90, because I didn't pay the exit charge.
There were no reminders about this on my parking receipt or in the office at the parking station where I collected my car. Or on the TFL webiste.
I suggest a campaign is needed to request that TFL only charge you for entering and leaving once when using airport car parks. Their ANPR camera technology is advanced enough to monitor the car to see that it only used one car park and wasn't driven around for several days!
Also car parks and agencies should remind their clients very prominently to currently pay ULEZ on the way out as well as the way in to Heathrow car parks to avoid a penalty.
