Can I charge back my original parking ticket?

I paid £2 for a 3-hour parking ticket in a Premier Park car park. I put in my registration number (I remember checking it on my phone), but I got a ticket saying ANPR cameras found I hadn't paid for any of my duration (it wasn't even that I went over).

I contested it, by sending them a photo of my bank account with the amount, drop-pin location (Apple Pay), time, and date – but sadly I'd thrown the actual ticket away. They rejected my appeal because they said they had ANPR cameras that check with their payment systems, which had no record of my number plate, but they would offer me a reduced fee of £20.

I'm gonna pay the £20, because I don't have evidence of my number plate on the original ticket (and can't afford to lose with POPLA). BUT, since they're saying my original £2 ticket wasn't used to pay for anything, can I charge it back through my bank? I know it's petty, but I feel like they're being slightly dodgy since I know I put my number plate in the system correctly.

    I'd be more inclined to contest the ticket - you have a proof of purchase and their systems are deficient.

    It's up to you the parking company don't get the original £2 the landowner does, ANPR is known to be unreliable that's why it cannot be used in authority run car parks.
    Why haven't you used plan A Premier Park won't own the car park?
    If you paid £2 there was no loss to the landowner.
    If they are offering the £20 reduced fee they are suggesting a major keying error.
    It can happen that the ANPR system was not in sync with the payment system.

    Whats your allegation against them?

    You presumably bought 3 hours parking for S666EAB when your car is actually S663EAB but that isnt their fault and had such a plated vehicle parked there your payment would have covered it. 

    Certainly I know with AmEx they typically will just waive anything under £10 because the time/effort for them to manage the chargeback process costs them more than that so pointless to do.

    You say you have evidence that proves you paid for parking at the time you use the car park.  If this is the case then Premier Park wouldn't be able to make a claim against you.  So why pay the reduced fine?

    Evidence of that nature can be used as proof of purchase when buying a product at a shop (i.e. your credit card bill instead of a till receipt).  So I would say it does count.
    If Premier Park suggest you were paying for someone else's car, they would need to tell you which car you were paying for.  (Presumably they can't do this because it appears their system malfunctioned.)

    They will be able to make a claim but would not succeed, due to no cause of action or legitimate interest. They hope people don't know that! 

    Relax!

    It's easy to defend a parking court claim like this. You would win. Make sure you don't move house without telling them, obviously.

    Apart from that, ignore & only come back only when you get to LBC stage which you already know about from when you read the 2nd post of the NEWBIES FAQS announcement thread.

    I wouldn't give them £20. Not worthy.

    Sadly what a 3rd party has said. Will mean nothing to bank. You bought a ticket to park & used it to park 🤷‍♀️

    So, if you spent £1 on a Twix in Tesco and threw your receipt in the bin, would you pay £20 to the security guard at the exit when he demanded to examine your receipt?
