    Thats good news, but concerning that they are not dealing with the garage rather than hassling a previous keeper who they know would not know who the current keeper is.

    3 years ago isn't "so long ago" and unless he is dealing in used cars and getting through them I really don't understand why he couldn't recall the garage he bought a car from and part exd this one to.

    Surely he has the purchase paperwork for the car he bought which will have their details on 

    That's a bit ableist. Not everyone can remember what happened 3 years ago, for a whole variety of reasons. There is no reason to question the OP, it's not going to make them remember.
    Disagree bought my car In 2016 and I recall exactly where I got it from and the previous one bought in 2010

    Could probably got back to the 90s if I needed to
    I can as well , can probably go back to the 70s, but that doesn’t mean everyone can

    DVLA don't know what trader has the car at any given moment in time. They shouldn't need to, because it shouldn't be on the road, except under trade plates, which are meant to cover the normal registration plates.

    While it's in trade, no new keeper is added - if it goes to auction, or is sold to another trader, DVLA aren't notified.

    Wrong - it can be taxed using the new keeper slip.

    Unless something has changed recently, it can be taxed with the new keeper slip as if it had a new keeper application made by post.
    Presumably DVLA just wait for the new keeper details to arrive indefinitely.
    AFAIK, DVLA do not hold the details of the trader who marked it as "in trade" against the car (which is rather an omission, but possibly to do with not incrementing the number of keepers)


    So as suggested, the Police are chasing the last person that they know had the car in the hope that they can add the next link in the chain.

    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))
