Speeding tickets for car I no longer own

Lots of interesting comments. Thank you.
He knows it has a MOT and is taxed as he had already looked it up on gov.uk.
Update....my OH has found the paperwork from the car that he bought in P/E and so has the exact date of transfer....nearly 4 years ago. He's requested the appropriate statements from his old bank to, hopefully, show the payee (garage) as he paid via bank transfer. Fingers crossed he can now trace the garage.
The V5 hasn't been reissued since he bought it.1 -

Surely he has the purchase paperwork for the car he bought which will have their details on
That's a bit ableist. Not everyone can remember what happened 3 years ago, for a whole variety of reasons. There is no reason to question the OP, it's not going to make them remember.1 -

One route may be to simply get a replacement V5C, via a V62, then flag that as "in trade" and post it to the garage that took the car from him. Yes, it'll cost him £25. But he'll get a refund of the tax on it...
He HAS to get this sorted with DVLA. Not just one letter and "oh, well, they didn't reply"...2 -
Disagree bought my car In 2016 and I recall exactly where I got it from and the previous one bought in 2010Yes, you can. So can I. Whenever I've sold a car privately I get (and keep) a copy of the buyer's DL and evidence of insurance. I also get a "bill of sale" dated, timed and signed by us both.
But not everybody does. Whilst they should ensure they have evidence of the buyer's identity and insurance cover, there is no requirement for them to to record or keep the details (though, of course it is sensible for them to do so).He HAS to get this sorted with DVLA.Yes I agree. However that will not help him with his current dilemma.
His immediate and pressing requirement is to respond to the s172 request. When doing this he must inform the police of everything he knows now about the vehicle and the transfer of ownership which took place four years ago. He cannot provide information which he does not have and he is not obliged to raise queries with either the DVLA or the MIB. The police can do that.1 -

One is the immediate s172. There's no debate about that. He must reply immediately, saying "not me, no idea, and this is why..." - the only alternative to that is six points and MS90.
But the other is the ongoing situation. Unless and until he gets the car out of his registered keepership, he's just going to get more and more of these.2 -
There must be an option somewhere to not get postal reminder about VED. Can't remember how that came about, but like a previous poster, I haven't had one in years since I bought a car around 2015. I changed that car in 2020 and haven't had any for this car either. I always pay by monthly DD.
OP, if he told the DVLA after the first ticket, it's probably on a list of jobs to do some time when they get round to it. Just keep making sure he responds to any requests. Obviously, the person who bought the car, has no concerns about breaking the law. At least now you can do it all online.2 -

Final update. My OH phoned DVLA. He isn't the RK with DVLA!
They said a "trader" was on their database but weren't allowed to say who.
He phoned the police who are chasing the speeding fine and they confirmed he is not the RK but are trying to ascertain the correct keeper and that's why they keep sending the automated form , which is disconcerting as it's the standard form wanting to know who was driving and also the penalties for not providing the info. The police said they suspending the case (?).
He's still awaiting old bank statements to see if he can find the garage who bought the car and will complete the s172 ,again, hopefully with the name of the garage and date of sale.
So it seems the garage haven't followed correct procedure and as my OH was the last known keeper then he gets the speeding tickets (??).
I'm rather confused so we'll see what transpires.

That's the definition of ableist - assuming everyone else is as capable as yourself.1
